I'm having difficulty understanding what you mean in the first question but, I'll try to answer it since I have a foreskin too.

It sounds more like a handjob if you're using your hands. The movement of the skin up and down is certainly what you want to be doing if that's the case. Hand over the head is kind of rough for a handjob but it's OK for a blowjob. In the end it doesn't really matter though. If you experiment and see what he likes you'll get your answer.
