  • Yes. It's not the water, so much as the cold.

    Cold causes the blood to withdraw from extremities. You don't notice it on your nose, ears, fingers, etc.. because they have structure like bones and cartilage.

    But the penis and testes do not, and when the blood is withdrawn from the organ, it shrinks and draws into the body. It's all about the body trying to keep itself warm.

    By a similar token, when it's really warm out, it does expand.

  • It's not water - It's the cold. Water also seems to attract shivers like a magnet. The reason being lies with the whole reason testicles are on the outside of our body. Our testicles must be 2 degrees (I believe that's Celsius) below body temperature to create sperm. Same goes for being "too cold" and the skin will retract to protect the system nature has given us. I apologize if this gave you more questions than answers - but it's nature, there is no real answer besides that.
