No it can not, at least the part that has been removed. (I used to live in Africa and once dated a girl from Somalia where basically all girls have had the procedure... its awful)
However, that is not all the do, the take the skin around it and sew it shut after the procedure.

It is impossible for the same reasons it is impossible for a severed spine resulting in paralyzation and can't walk again. Same thing basically. The clitoris had an extremely dense network of nerves, about 20 times that of a penis, If you look at a metal cable, it looks like a French braid of hair, twisted around more twisted hairs, if you cut it off, neurosurgeons have not be able to figure out a way for each of those nerves (just like hairs as you imagine looking down at the cross section of a severed French braid with all those hairs cut). You can't tell each hair to go find the hair it once belonged to by simply duct taping the two pieces of French braided hair together can you? They won't be able to find the original hair. I think it would be impossible because of all the nerve ends. There are countries that still perform female circumcision by cutting the hood of the clitoris off. These women will also have their vaginas sown shut with a tiny opening to allow menstrual blood to come out. Female circumcision is a barbaric custom and these women often can not even were pants because the clitoral hood has been removed and it is too painful.
