First of all, yeah... It's supposed to be sensitive. Now for your problem... The clitoris and the penis are technically the same organ... The top of them both, is very sensitive... Me too, just like you, even though I'm male, have very sensitive penis head, and sometimes have bad sexual experiences if I'm not lubricated enough... The clitoris has many times the number of nerve endings than the tip of a penis. It is perfectly normal to have it be very sensitive. As far as not being able to touch it directly that is fine to. Every girl has a different vulva and you just have a hood that fully envelopes it is all.
