curvy is a noticeably "curvy" bust and bottom (likes hips, sometimes butt as well) with a really defined waist. I think the classic definition is a 10 inch or more difference from waist to hip measurements, same for the difference between bust and and waist for some girls. although, some girls (the "pear shaped) are only curvy on the bottom.
When I think of curves, personally, I think its about the general body frame, but specifically about hips, butt. A girl can have small boobs but if she has shapely hips and a butt, ill consider her curvy. If a girl is more narrow/smaller in the hip and butt department, but has big boobs, then I just consider her a girl with big boobs, not curvy. I'm like that - I basically have a flat butt and narrow hips but big boobs. I do not consider myself curvy.
curvy women can be any size, but the curviest women tend to have a bit of extra weight, which is natural for their body frames. They can afford to carry a bit of exra weight whereas women who don't have curvy shapes (bottom wise) are more likely to add pounds to the midsection area first, which is the dangerous fat. extra body fat (within reason) in the lower body is actually healthy, if you have that natural shape to attract the fat there in the first place.
some people call plus size girls (generally girls who are seen as fat by society, who or may not be medically overweight or obese) curvy. Many of them are. Being at a certain weight isn't going to change your bone structure. You can be a 4x and be curvy underneath, but it isn't likely to show up while you have all that excess fat around your abdominal area, etc. You can be curvy and obese at the same time. You can also be curvy and thin, though I personally don't see it that often. Well, actually I do see it, but thin curvy girls have more subtle girls generally. It goes back to what I mentioned about the traditional hour glass measurements (waist defined by 10+ inches) a thin curvy girl might be 32-22-32 while a naturally bigger (as some people have different body frames, large, small, medium) girl might be 42-32-42. they have the same proportions, just different measurements because they have different body frames, different genetics, etc.
I think the cause for it all is estrogen. some of us have more than others. Theoretically, those of us with smaller bottoms and less of a noticeable distinction between hip and waist (like, hips that aren't as wide in comparison with our waists) have more testosterone I guess, while women who have lots more estrogen are prone to a curvier shape, and less prone to more fat in the waist when they gain weight.

I've been referred to as "curvy" but I am in no way fat. I have wide hips, but there's not really any fat on them, they're really bony, I have a small waist in comparison, I have big boobs a D cup. And long legs. so I think it really just means any body that has shapes.

Curvy basically means her body has shapes. She has an overall hourglass or pear shaped figure that has a significant outward taper from the waist to the hips and and possibly from the waist to chest as well. Round butt that protrudes outward from the body without sagging. Thighs taper in to the knees and then back out to the calves, not just sticks/straight up and down without shape. It has nothing to do with size or mass. I've seen 180 lb women who were what I call curvy and I've seen 110 lb women who were curvy.
