You have the body of a mature woman, even though you are 16, and you are tan, blond, and blue-eyed, which many people (men and women) think of as the "ultimate sex object" type of woman. So, sure, lots of guys are going to think of you that way. They are mostly immature guys, even if they are actually older.
What you'll find is that there are guys out there who actually want to get to know you, but they are shy or feel like they aren't good enough for a beautiful girl like you and are intimidated. See the movie "She's Out Of My League" and you'll get some idea. Most of the nicer guys would never hit on you or even talk to you, assuming that you'd just laugh at them and humiliate them, because they've had it happen or seen it happen with other pretty girls. But if you want a guy who is going to care about you more than about himself, those are the guys to look for.
At your age, and even well into college age, the "cool" guys are "cool" because they put themselves first, and are very confident. The problem is that doesn't change, or at least, no for very long, when they get into a relationship. Everything is about them, and if you don't give them what they want, they'll drop you and move on to someone who will.
So, take a look at the shy or geeky guys. You'll have to make the first move (i.e., talk to them), and maybe the first few moves, because they won't believe you really like them, but they'll be much better for you in the long run.
They only want to hook up with you because you're 16 and you have big t*ts. I remember when I was that age, and I was interested in love but far more interested in sex.
It also matters how you dress, because with your body if you reveal a lot of cleavage or wear short skirts then yeah, you'd definitely give off that vibe.
