yes, men (just like women) can certainly develop some discomfort around their genital region if they get aroused without reaching climax. Guys balls don't actually turn blue. I would say its more of a term rather than a description. It happens if a guy has been really turned on for a while and gotten close to cumming, but hasn't actually cum.
