They are usually hanging around and will look lose in the summer season cuz they have to maintain tem for the sperm production about 2 degree celsius lower than body temp
but in winter when external temp is cold and body temp is high they move closer to the body to maintain temp for sperm production and appear bigger or give you allusion of being big.
They move away from body in summer and the whole neck area (above balls) will be quiet visible with the actual testicles appearing smaller.
