Not the same, and I've discussed this at length with a female. I suspect each guy is different and each "hit" is different.
Lets break it down. First the sack if scratched knicked hurts like when you graze your hands. Second any hard knock to the ball not only creates pain but it also hurts in a guttural way much like a really bad session of "Cramps". The actual "balls" inside the sack don't always stay there all the time, they can retreat up inside you, some times when hit hard that happens and it's uncomfortable.
To sum it up women getting hurt there feel a lot of pain because it is a sensitive area. Like how getting hit in the face hurts more than an area that's less sensitive.
Men also have a little of this sensitivity but not as much, for men it is more of a deep pain. Like injuring an organ, bruising a bone, etc.
Sometimes for men it doesn't just go away and you have to walk it off, which is hard because it hurts to walk.

It hurts guys more. Getting hit in the balls would be more like a very severe period cramp to the level that you could either pass out or throw up, or both. I would doubt that girls would get that from an impact to their external genitalia. Their ovaries are safe inside. Our balls are in the impact zone.

There are pelvic bones in there that if you hit too hard it is very painful. And also some people have sensitive genitalia which could also cause pain. But I'm pretty sure it isn't as painful as it is for men, since testicles are very sensitive

Women feel a little bit of pain, but their genitals are inside their hips. They have mounds of soft fat to cushion their lady parts, and make things more comfortable when they have a guy thrusting into them. I would think that getting rammed repeatedly by a guy would have a similar total force to hitting a guy in the balls once.
