Like you stated- just like a guy's random erection, it isn't always from being turned on.
A girl's vagina will always be wet.
If you mean dripping wet? It is either because she is indeed turned on, or has a possible infection.
But the true reason a girl's vagina is contantly moistend is due to her body keeping any foreing (possibly harmful) objects or substances out of her too help her maintain a more natural pH balance.

  That’s what I’m asking I’d like to see Imagine You just took a shower, put on new clean panties and get dressed, in that moment you are just showered, are you totally dry/clean Or there’s always humidity (like the inside of my cheek) are your panties wet as soon as you put them? Or you just get them lightly damp and not wet? Can you get soaked randomly? Or you have to be actively aroused for that to happen? I know women get wet when aroused, but I’m asking if it can happen when nothing arousing is in sight (or mind)

  To fully achieve a vagina that is leaking, it must be made by arousal or infection. But if a female is NOT aroused, she may be (how you said) "damp/moist" because of normal vaginal discharge. And yes, even after taking a shower.

  And does this non aroursal discharge ever get too much or super annoying? Or it’s always “meh”? Also how is it? Is it like dripping all day long? Or slowly dripping, or more like if fabric made contact with a cheek? (Not exactly soaked but litttle humid)

  It is different from female to female, just like male to male. It doesn't effect me, because it is normal to be slightly damp down there. Think of it like when you have normal discharge in whatever you wear, it's kind of sticky or wet. But you are so use to it since puberty. Also it isn't like when you are aroused were there is an excessive amount.

  Can you start leaking out of pure discharge based on your time of the month? Or discharge even at its worst never starts leaking and leaking is only associated with arousal?

Not totally random but it fluctuates based on our cycles and activity. So there could be plenty of reasons besides being horny.

Sometimes, because vagina naturally cleans its self with discharge, but also yes sometimes we feel aroused for no reason.

The vagina is self-cleaning so it’s always a bit wet, and it changes through the cycle, but I haven’t noticed this happening randomly.

Yes, because the vagina cleans itself. A dry vagina is not a good thing.
