Absolutely not. Prepubescent girls have smaller labia, but that's not because they are virgins. During puberty, the labia can grow and darken in color. It happens naturally at a certain age and is totally unrelated to whether or not the girl has had sex. Some women's labia grow more than others, which explains why some adults still have small labia while other have larger ones. They are simply all unique. The "tightness" that people sometimes talk about refers to the actual vagina, not the entire vulva. The vagina can be looser after childbirth or when something large is inserted into it. But the labia won't be affected by normal sexual activities.

The labia may change with pregnancy and childbirth. But NOT with sex. It is normal for girls to have outies and girls with outies may or may not be virgins. The labia do not grow due to penetration of the vagina. If you look at a diagram of the female genitals, you will understand why. The vagina and the labia are actually very separate.
i don't think there's such a thing as an innie or outie labia. however womens (inner and outter) labia ranges in size, some womens outter is larger as opposed to their inner and vice versa. generally nothing changes with the labia after the woman has had sex. however when a women is aroused the inner labia tends to get brighter or darker (aka redish, purplish or blackish)
