A clitoris is actually (simply speaking) a tiny penis. The clitoris is an tiny undeveloped penis.
It receives bloodflow, hardens and becomes bigger and plump. Nipples have varying degrees of sensitivity and some don't bother to harden up. It's really difficult to make mine hard, and it's easy to know when they are because of their size. Some organs act very differently depending on the person.

Kinda. it gets filled with blood and enlarges a little but it doesn't harden like nipples or an erection does.
