The kind of "sexually active" they're talking about involves a partner. It opens up a discussion about STDs, protection and so on. None of which are relevant when it comes to just masturbating. So no, you're not sexually active.

If the gynecologist wants to know if she should screen you for STD, then no, not so much.

To be honest... These are doctor you will be talking to they have probs heard, some strange, thing when ask if, that counts... So don't, worry these is, a, doctor that spent many years in the medical field so what a teenage girl does or says won't even affect them... if you are nervous... tell your mom to leave and, explain later and talk to the doctor one on one...
To be honest I been going to my doctor since I was 16 months... only time I dodnt let her touch me is when she tells me to drop my pants and she putting on rubber gloves... seen too many movies lol... but I got nervous, cause I just got pubic hair lol... in the end the doctor give a shit
