The only way I can think to describe it is that with circumcised, I felt more 'drag', like in that being properly lubed up is extra important. Whereas uncut feels like more of a smoother gliding sensation. Both can be amazing and the differences are pretty subtle, though [possibly unrelated] most of my best sexual experiences have been with uncut men. I don't think it means anything, just how the dice have rolled for me personally so far. When it comes to blowjobs, the main difference I notice is that its easier to involve your hands as well with an uncut guy, with or without extra moisture.
I tend to like more uncircumcised ones than circumcised. Tho I've see some uncircumcised that really grossed me out.
About the feeling, I've only had sex with uncircumcised, so I imagine that a condom would feel the same as a circumcised penis. (i've ONLY had sex with condoms btw)

for me it felt different and more pleasurable in some ways. there was "double" the friction without the pain of more friction if that makes sense? e.g like you can feel under the foreskin moving inside while the foreskin gives more friction gliding behind it and moves just a bit longer after it so you feel twice the rub. My ex's ex was uncircumcised and she said his felt better because there was more friction, and that she enjoyed sucking his more as there was more to "play with". Mine happened to be bigger, but size isn't everything I guess! I wish I was uncircumcised.
