Girls don't get fully aroused as quickly or as easily as guys do. Getting "wet" ... at least to the point that it's distracting, generally only happens when we're in a sexual situation or explicitly fantasizing -- and even then it may take some actual touch to really get going. Guys get aroused a lot easier and faster -- especially when they are younger. As the old saying goes, girls are like an oven and guys are like a light switch.

Yes. It happens quite a bit. I used to fancy a teacher realllly bad and it would happen then. It's less awkward for a girl as it's less noticable but ii felt pretty guitly about it, what with it being over a teacher and all. Sometimes women don't actually get wet but we feel turned on an aroused just by seeing someine cute in the street or on tv, or is that just me haha. Also if you daydream it happens, esspecially if the daydream is vivid.
