I wouldn't care if others chose to do so, and I see no real reason why being topless is such an issue, aside from the drastic change where we go from 'big deal' to 'not a big deal'. Legally it might be an instant thing, but society [in America in particular I mean] will take much longer to adjust to it. Plus when guys ask questions like this, I feel like it's sexually motivated and they only think about the hot girls they could potentially see topless, and don't really realize that a law like this would allow ALL women the option of being topless just like men have. That means the ones they consider gross or ugly as well, and they'd have to deal and get over it.
I personally wouldn't go topless, because I'm not THAT comfortable with my body, let alone having strangers seeing that much of it exposed. Only someone I'm intimate with and maybe close girl friends. Not because I really regard my breasts as 'private parts' necessarily, but because of my own personal comfort. I might show some cleavage on occasion or some leg, but I'm actually fairly modest and don't like to show a whole lot of my body to people I don't 'know that way'. If that makes any kind of sense, haha.
Public nudity is actually totally legal in Oregon where I live and is regarded as free speech as long as it isn't 'with intent to arouse'. That's where the law gets iffy and comes down to personal interpretation. Basically one could be cited for indecent exposure because the cop interpreted the nudity as 'intent to arouse', but one could take the case to court and with witnesses and a good lawyer, win the case easily and get the charges dropped. Though I live in a very liberal state and COULD go topless if I wanted to and so could anyone else, still very few women go around topless. It's like what I was saying about legal versus societal acceptance.
There's always those women that get drunk at a party and feel the need to rip their clothes off. Can't even tell you how many times I've seen that over the years. Never understood it. Any time I was at a party and a girl would run around topless everyone would just roll their eyes. Sure, it's OK in some countries but it's still not totally accepted in the US and A. I probably wouldn't be as uncomfortable with myself going around topless (not in front of my dad), but I prefer not to look at other women's boobs. It's not really our culture. Besides, it invites a whole host of dirty old men and who wants that? Again, I think it will be a long time in the US before people won't notice and gawk.

dude obviously in public you don't want them hanging out just like your penis you might feel comfortable but you don't want it out. I think girls feel the same way unless they want attention.
It's not just the woman that decides to go topless being comfortable, but what about everyone else around her. Maybe there's some girl that just hates her body at the party and you're flaunting your boobs all over the place or maybe she's out with a guy for the first time. There's a time and a place. I used to go waterskiing with my boyfriend and another couple and sometimes us girls would take our tops off for some sun. We weren't making anyone uncomfortable out there where no one else was around.
Lol I'm European so nakedness doesn't bother me. I don't think I'd go out everywhere topless, I probably wouldn't leave the house. But chill at home topless? Yea if it was a normal thing. But as for the party, any girl who goes topless at a party is usually the party hoe.

Honestly I'd prefer girls didn't if it was allowed, it'd be great at first but eventually boobs would lose a lot of their appeal. Making them private makes them sexy.

Not really. Honestly, it's only embarrasing if someone points or says something rude. And I've done the topless party thing. Not like the whole party lol, but I have no problem showing them off. I'm proud of what I have, and have no reason to be ashamed about them. I wouldn't go around topless EVERYWHERE though. But in a comfortable place, nothing wrong with it

It's perfectly legal for a woman to go topless where I live. I've never done it nor have I seen it under normal circumstances (the only time I've seen a topless woman walking around is during Gay Pride). I think in North American culture, even partial nudity for a woman is something shocking and way too overly sexualized. Walking down the street topless, a woman would either be judged or be the subject of way too much unwanted sexual attention.
