The skin on the shaft is just as loose, yeah. It's still capable of movement. The only difference is that the top part of the skin has been removed. Everything below the cut, is unaffected. How to describe... If you had an accident and removed the tip of your finger (the bit with the nail on it) would the skin around your finger still be as flexible?
