Neither of those pictures are particularly flattering I'm afraid.
I'd go with slightly curvy hips, but nothing nearly as exaggerated as the first picture. Also, the curvier the hips are, the longer the legs need to be. Long legs = sexy. The first picture looks weird mainly because the girl's legs appear to be too short for her hips (and I won't even comment on the pants). It could just be the way the photo was taken.
In the long run, hips are more important than butt, because hips are bone structure which can't change. Most girls can tone a nice butt, which doesn't need to be (in fact shouldn't be) anywhere near as large as the one in the second photo.
If I had to choose, I vote "A"...i like some meat to grab onto when I hold her and when I'm intimate with her.
I can deal with a smaller butt in exchange for those yummy meaty hips of her's. :)
usually a girl with a big butt will have hips that are a lot larger than her waist.
but sometimes you also see girls with wide hips and a small waist and in the back her butt is nothing special or even somewhat flat, that is ugly.
so I think the butt wins.
My boyfriend loves my butt, but he adores my hips. I think he's even complimented my hips more than my butt. I think they go hand-in- hand though, because if you have nice hips there is usually more fat on your butt anyway.

I rather pick hips, but usually if a girl got nice hips she also haves a nice butt.

Is this you? Honestly I can go with either. A small or nonexistent butt doesn't disqualify you from being likeable nor more than a big butt and no hips qualify you. At day's end you must have a personality I like , granted I definitely like a great derriere even if lacking hips
