Size does matter fo sho. However- don't dismiss a guy just because he's small. Those are the guys that work harder just to please you. In my experience, they have the best oral skills. I do think size matters but being too big can be just as bad as being too small. I can't give a specific measurement for what is too small, but I would say that if it doesn't stay in place, then it is too small. Sorry if that sounds a little obscene, but if you have to keep adjusting or putting your penis back in its place, then I would say its too small. Isn't it between 5.1 to 5.9 inches that is the average size and I guess anything lower than that is too small and anything bigger than that is too big, but then you have to compare that relative to the girl you're with so small could be big and big could not so big etc.
