Unfortunaltely YES going soft is normal. BUT there are ways to condition oneself from that happening.
One of the best things he can is when he ejaculates, is to immedietly keep going(as if it didn't happen (change condoms as fast as possible) (heck have one immedietly out and at the ready and keep going)
This will deter the penis from releasing it's blood back into the body since it is being used again.
10 to 15 minutes is not good however.
