Do you mean the external part often covered by the clitoral hood? (The clitoris is actually much bigger and mostly internal)
If so a daily cleans or rinse is probably best. You should never use anything besides water internally though and use only gentle sent less soap externally. If healthy the vaginal is mostly self cleaning (I'm using vagina as the internal canal only).

  You can build up a layer of dead skin cells under the hood, this is often the part that creates a smell.

It really does not need any harsh cleaning. Soaking in a warm bath, or a rinse with plain water are good. You can use mild soap or body wash if you need. I usually clean every day with a mild olive oil soap. Just keep the soap OUTSIDE of the inner labia to prevent irritation.

Definitely to do it daily if you can. Water and a bit of soap. Perhaps make it a habit while brushing teeth or something or cleaning it in the shower.

... I never get the feeling of irritation of soap on it though? Am I the odd one here?

Every time you shower. Retract your hood fully and warm water rinse it. Like the rest of your vulva, there's no need for soap.

It should be gently rinsed with plain water whenever you bathe. Don't use soaps, cleansers, or other products. You shouldn't need to mess around with the hood too much, that sounds really uncomfortable. I just rinse the general area.
