How old you should be when you give/receive a hand job/blow job?

Me and my girlfriend were playing truth or dare a few nights ago and she asked me when I first got a hand job and I said 15 and when I asked her when she first gave a hand job she said 13 and I thought that was very young am I right?

Well girls mature much younger than boys do so for her being 13, that was about the same as you being 15. When I was younger, it wasn't that uncommon for 13 year old girls to be giving hand jobs.
