I think most guys would get hard if a girl sat on them other than a girl they really didn't like. That could take anywhere from 30 seconds to 2 minutes. As far as getting off, more than likely it'd take more than "just" sitting there for most guys. There'd have to be some movement and friction and he's have to like what's going on. If all that was present it could vary anywhere from a few minutes to whatever more. Now if you're talking about a bed scene where you're having sex that could happen even faster. lol!
Maybe someone who hasn't had sex before might, but there is a lot more to intercourse and arousal than just a woman sitting on top of a man.
Also, getting hard and getting off are two different states, so I'm not exactly sure what you are asking. I can get hard pretty quickly when my partner sits on me, but to get off that certainly takes a little longer.

What you can feel it depends on how big he is. Also erections aren't a binary thing; i.e., if he's only a little excited, he could just get slightly bigger and if he very excited he could get huge! Usually, this only takes a few seconds - anywhere from 5 - 20 seconds.
