Female circumcision, perhaps not. They have made progress in restoring function with a surgical cut.

Male circumcision, yes. Reconstruction or restoration does not bring back the nerves, muscle fibers and blood vessels taken away.

Yes, what was removed will not grow back. But some men find they can stretch residual foreskin left behind until it acts as a new foreskin.

Yes, they are cutting skin off. I guess if someone wanted to add the skin back it could be done

Yes. While some men, myself included, restore their foreskin, it is not a true replacement for what was amputated. You can never regain the nerve endings, the frenulum if that has been removed, or the rigid band at the tip of the foreskin.
