This is normal. Most guys genitals are slightly darker then the rest of their body. The reason is because the genitals possess a higher concentration of the pigment melanin. Melanin is the pigment that is responsible for skin color, hair color and eye color.
Majority of the guys in the world have a genital area that is darker then the rest of the body, so don't worry about it.

A huge chunk (if not the majority) of females also have darker genitals. Have you ever seen the privates parts of a Black, Asian, Latina or Indian women? Their genitals on average are slightly darker then the rest of their body. Even white people who have ancestry from a warmer location (Southern Europe) will possess this slight darkness as well. The only girls who might not possess this darkness are those who possess very fair skin, but still that is most likely to vary from person to person.

Scrotum skin is often darker. The penis can also have some darker skin. But I've never seen a penis that is entirely dark skinned.
