It is normal, some guys just have tight foreskins. When I was 16 I had the same but with a good few months or so of stretching the skin, eventually I got it down and over my head. just try using a cream or something and put that on the skin and head and just gently tug on the skin, eventually you'll see a change and it'll move further down. If it's really tight, then you will have to go to the doctors. Hope this helps!

It did for me to but just a tiny bit a day can help in the long run. think of it as an ear stretcher. it hurts to stretch the skin on your ear and it takes months if not years to get the skin to loosen but it works and it's the same with your foreskin. I bled to sometimes, but I just stopped for the day and continued when it healed. :)
I'm circumcised so I don't know, but isn't it possible for the forskin to fuse to the head? Could that be your issue?
Its not fused its just that the hole is too small for the head

It is not normal. Your foreskin should be easily retracted. There may be one or more reasons for this, and it is surprisingly common.
It can be fixed. If you have not had sex yet (which is not a problem!), this lack of retractability cold be a problem.
I think they use something like steroid cream. Something like that. Makes it more stretchy.

Have you been gently trying to pull it back? Bit by bit? Slowly and a bit further every day? Get that cream UNDER the foreskin.
I think that happens when the parents don't pull it down every day as a baby.
