It depends on your perspective. If you are of the christian faith I believe some would say it is a sin because you shouldn't be thinking impure thoughts, etc.
If you look at things from a human nature perspective then absolutely it is not a sin. When a person male or female reaches puberty there are all sorts of hormones that are running through your body. It is what helps us to procreate the species by creating a sex drive. Since we can't be having sex every time the notion comes up masturbation is the natural remedy to help curb those feelings.
From an energetic perspective there is a huge amount of energy that is create (if you don't understand what I mean by energy that is okay. It can be a topic for discussion at a later time). If that energy is not allowed to dissipate then it can reach a point at which it will explode. Masturbation allows you to release some of that energy. This is one of the explanations from an energy perspective of why we blow our top. I have read that most sex offenders (i.e. rapists, molesters, not incidental offenders like exposure) have had a very repressed upbringing around sex. It is these people whose energy can't dissipate that ends up channeling into some other direction. Like with lightening that finds the easiest path to escape, the energy in our bodies has to look for an escape also. This can be through the third-eye or the crown if you are looking at chakras and can cause all sorts of erratic behaviors around sex.
So the long and short of it is from my perspective it is an absolute necessity to masturbate or self pleasure. You probably only feel guilty about it because someone more than likely from some religion told you it was bad and wrong. Bullsh*t! The only thing that causes masturbation to be a problem is how the individual negatively perceives and handles the situation. Masturbation can be a positive, therapeutic, and healthy thing if done properly and in moderation. Sex can be a very beautiful thing. It all depends how the individual handles the situation. Its like red wine for example if you drink it in moderation then its fine, if you over drink then you are in trouble.
