Hell yes. If someone gets that angle where just the clit is exposed it's wayyyy to sensitive and can hurt for me. It becomes less sensitive and painful when there's a lot of lubrication going on, but in general it's too much for me and I have to squirm out of it or guide his hand to the right spot. I would say just keep away from the exposed clit and just do your thing over the clitoral hood. The reason why you can touch the head of your penis is because there's only half of the nerves in the head of the penis that there are in a clit, that fact with the size difference accounts for why you can do it painlessly. The clit has the equivalent of all the nerves scattered on your dick, head included, in just that one bundle. So yes, it's very sensitive. Most clits do have protection. That being what is known as the 'clitoral hood'.
Mine usually isn't so sensitive to the point that it hurts if he just touches it with his dick. However, it can border on painful if I'm not properly turned on just yet. So work on making sure your girl is fully turned on, dripping wet, then see if it's still painful for her.

Some clits are more hooded than others so in cases where the clit is fully covered, of course the nerves will receive less stimulation unless the hood is manually worked around.
