In a way, yes. At least when I kiss, my attention is mostly on the other person. When having sex, my focus is on my own pleasure. Thus, kissing is to me more "personal", and something I do to show how much I appriciate another person, and just want to hold her as close to me as possible. When you are with someone you are comfortable with, kissing is also a good way to feel up/get to know a girls (entire) body. To me anyway, sex is more about simply getting physical satisfaction. Does this make sense?

Well I'm not really up for casual sex. But I chose B, even though for me personally, I'll kiss someone I'm really into. But I know that if you're drunk, kissing doesn't mean much, but if you're sober, it means a lot more. It also depends on age I think - from what I know, the older you get, the less kissing means.
I can't vote for one because I think it could be either and it depends on the guy and what his intentions are. I know guys who have kissed me while there and I were drunk, it did not mean anything. I know guys who have kissed be because they liked me. A guy will kiss someone if he thinks it will lead to easy sex.
kissing is intimate and it feels much different when you have a connection versus just for the sake of it but I would definitely NOT jump into bed with someone before kissing. I need it to feel aroused and sex is way more intimate to me, because kissing is just mouths...sex is more private to me.
Kissing does seem very intimate to me, as well as oral sex (requires a lot more trust since you're literally up in the person's business and could hurt them more). But I'd kiss someone before having regular or oral sex. To answer your last question, I'd have to be into the person I'm kissing.
