getting an examination from your doctor is your best bet, you can try going on web MD, or googling your symptoms but chances are it's not going to be very accurate. It could just be anything from an ingrown hair, a cyst, a storage of fatty tissue/scar tissue or maybe some sort of STI...there's a lot of possibilities.
I don't specifically have experience with this, but I do work in medical/Oral Surgery Clinic and have come across a lot of strange pathology. The general rule with anything out of the ordinary is to wait 2 weeks and see if it goes away. If it does, then just keep an eye on things to make sure it doesn't come back. In the meantime while you're waiting out those 14 days consider this-
Is it getting bigger?
Is it "fixed" or can you move it around under your skin when pressing on it?
Is there pain, swelling, redness, or sensitivity to the touch?
Have you developed any cold symptoms such as sore throat, fever, chills, drowsiness, or nausea?
If you answer YES to any of these go in immediately to get it checked out. It's probably a skin tag. There are loads of ways to remove it, but I've never had one so I don't know which works best.

Could be a lot of things sorry.I recommend going to the doc. Could be hpv. Trust me go to the doc they'll know.I don't know.besides ima guy.
