A guy doesn't have to have a reason to get an erection. They sometimes happen randomly. Also just because he gets an erection it doesn't mean you're obligated to do anything about it. I'm not sure how it is for women but it's perfectly normal for a guy to be horny between periods of sexual activity even if he's getting it frequently. Just because he's always hard doesn't mean he's not satisfied with his sex life. On the contrary, it might be a sign he's really enjoying it.
Judging by your age (18-24) I would assume your boyfriend is similar in age. The reason why he's so horny is because ALL guys are horny at that age.
What do you want us to do? Certainly if he wants to have sex and you don't then by all means don't have sex. It's your body and your decision.
