Lube it up. DO NOT go the circumcision route. The foreskin, like the rest of your body's skin can stretch. With enough stretching over time it will retract painlessly. If he doesn't want to manually stretch it he can use tunnels.

Tons of lube, but he might need to be circumcised :) I was.. I had a problrm I couldn't pull the skin back.. And it hurts me... So I did the surgery and now is ok :) tell me to see an doctor

Well it make me less sensitive.. But last longer in bed... But is better that then feel pain :/ so in a overall is better to do than don't
Could part of this problem be you, in not being wet/aroused enough?
