Firstly it does go all the way back now because it's stuck pulled back like that. I meant it won't come forward again, that's the issue. Also there's definitely nothing yucky on or under it lol. And it would go like 95% of the way back before, just not quite all the way and it wouldn't stay back. I could wash it and everything. It's just like a clit in the way that it's covered with a protective sheath of skin but you can wash in there when you pull it back, I've seen my girlfriend do this too.
