From what I've heard, what you've experienced is generally true, but it also depends on the person. I, for example, have what I would consider to be medium sized nipples, and they are extremely sensitive.
I have big nips, and they are EXTREMEMLY sensitive. Lace bras make me crazy - hurts like hell. On the upside, all the boy has to do is blow on them and I will very nearly orgasm on the spot.

I've read that smaller nipples mean a higher density of nerve endings, which means they are more sensitive. But in the end it is still different for everyone.
