Yes. It depends upon everything. You cannot measure sensitivity as there are no units of sensitivity. So, it will depend upon the various factors like
●Circumstance.
You'll tend to increase your overall sensitivity of your whole body (not just breast) if you are cautious about touch. Your senses will become more responsive because of perception.
●Insecurity.
As the above point states, it is not just limited to internal prospect of bearer but also outer too. The expectations will set up a threshold to the mind and would make it more cautious and hence increase stimulation.
●Size
The smaller the size is, the easier it will be to reach nerve endings. A girl also told me that we should be cautious while squeezing small breast as they are higher sensitive and we can sometimes feel some sort of lumps inside it which are highly sensitive.
●Person, health and history.

That sounds like a generalization. There may be some truth to it but I doubt it. Even if there is some truth it would most likely be a trend rather than an absolute. I believe it depends on the person. I have a lot if feeling there too but most guys claim to not have the same. Maybe we have different sensitivities. This reminds me if how only supposedly 1/3 of women orgasm with penetration. It's not like only short girls or girls with smaller vaginas orgasm that way. We're built differently.

I honestly don't think insecurity has anything to do with it. Actually, size has nothing to do with sensitivity, which changes throughout our cycle and is different for every woman.
