First of all every vagina is unique. No one can have the exact same vagina. There are so many nerves, folds etc that it cannot be replicated.

And environmental factors must have meant these two types which are prominent, are advantageous in nature thus genetics chooses to have it.

Long labia belongs to women from Khoisan group, and African tribes actually artificially produce this by weighing womens' labia's down. The long length protects the clitoris.

Also the long labia has genes related to creating the scrotum and the gene doesn't need to be active. Thus when gene is switched off, which actually is not needed in women results in shorter labia.

UTIs are common in women due to short urethra and probably this labia helps in protecting it.

There is a reason for why the body is the way it is. :-)

Same reason dudes sometime have a super thick but small dick, dude, or why some guys have a huge dick. It's just genetics, that shit just happens. Lots of people think that it's because of how much she masturbates or how much sex she has but that's a misconception and it's stupid as fuck.
