You basically answered your own question. The clitoris is basically the underdeveloped penis. When in the womb the babies genitals will either form a penis or a vagina. A penis is basically the clitoris enlarging and the labia sealing up to form the scrotum, and the ovaries drop down and become testicles.
You have to remember that a fetus is sort of asexual. We all start with the same stuff for genitals, then our DNA dictates how it will morph.
Other than sexual pleasure the clitoris doesn't really serve any purpose. However that purpose does serve a grander cause. Obviously its beneficial for our survival for women to want to enjoy and therefor want to have sex. Also there are scientists to speculate that the female orgasm helps with making sure the sperm make it up and properly fertilize the egg. So while traditionally we might consider the female orgasm to have no purpose, there is some speculation that is sort of does, which are the two things I just explained.
The clitoris is the girls most sensitive erogenous zone and the primary source of female sexual pleasure. There are an estimated 8000 nerve ending in the clitoris alone, in some causes they will say the entire penis contains only 4000 while other say in the same equivalent. So in the small pea shaped ball the clitoris contains a lot of sensitivity.

We all start as girls in the womb. Then the Y chromosome wakes up and starts to change things around. The clitoris becomes the penis, the ovaries become the testes, and the scrotum grows around them and fuses in the middle, which causes the seam that runs along the scrotum.

evolutionary speaking it is there to encourage procreation. From an evolutionary standpoint animals would have little reason to reproduce (which is essentially the point of life) if there was no enjoyment of the act needed to reproduce. So the clitoris is essentially a biological trigger that allows women to enjoy sexual stimulation so that they are more inclined to reproduce.
It is essentially a sexual organ much like the penis full of tons of sensory nerves that allow the woman to enjoy the act of and feel the urge to sex and thus reproduction
There is a documentary I saw on the Science channel called "Curiosity". It is mainly about the purpose of the female orgasm, but it covers the clitoris too. You should watch it.
The first couple of months after fertilization, boys and girls have the same body parts. Eventually, boys grow a penis while girls remain with the clitoris. So, the clitoris is similar to the glans on the penis. Full of nerve endings to enhance pleasure. And it's not just an external spot.
