a prick-tease is just that, she offers sex for attention and the validation that you'll want her/find her attractive on that basis. or one that does it in front of her partner to make him jealous or to get a reaction. stay away they're troubled and stupid and will get you into trouble too.
A lot of girls are. Sometimes there are misread signals, but if she seriously tells a guy she'll have sex with him and then says "just kidding" when he's all hot and bothered that's lame. She;s probably either an insecure attention seeker or a manipulative bitch.
As you said, she is a tease. She gets off on having men want her, but then never delivers because sex was never what she wanted in the first place. It's all about feeling powerful & sexy, don't fall for it, she won't give you anything.
