It's highly likely when a boy does that its because he does want it. Especially around your age. The jokes are their way of gauging reaction to the idea of you being sexual with him. Assuming you don't react with disgust and annoyance, they think they could have a shot with you.
Now as people get older, men can make sexual jokes with female friends they are comfortable with, and not have ulterior motives behind them.
It's possible for a man to find a woman very attractive, even very hot, but still not seek or want sex with them. Again happens less often with young men and boys, but as we mature and get wiser (hopefully lol), we can have strictly platonic relationships with even very hot women.
Guys rarely befriend girls they aren't sexually attracted to, meaning, YES, if given the opportunity, they will have sex with you. And saying something like that makes it all the more obvious.
But make no mistake: just because they want to have sex with you and like you as a friend doesn't mean that they want a RELATIONSHIP with you or have romantic feelings for you. Guys can have sex without emotions being involved and enjoy it and not get attached, so don't assume "attraction" is the same as "love" or "emotional connection."

You have to be good friends to say something like THAT to a girl. I hope the two of you are, otherwise avoid him. But yes, more than likely he's attracted to you and wants to sleep with you. There's usually some sexual tension in any male-female friendship anyways.
