They are inherently sexually attractive, but so are legs, hips, etc. Places where women are casually topless, seeing breasts is not a big deal or where men lose their shit seeing them. Are they still attractive to men? Of course, but so are other body parts. They are very sexual, because they are attractive body parts + being covered up, but flaunted and teased. That creates taboo and sexual tension, which amps up the desire to see and makes breasts very sexual. Can't see, but flaunted which creates the mystery and tease of wanting to see them even more so. And how they are only shown in sexual situations sexualized them and sets off a Pavlov like effect. Attractive/sexy and and inherently sexual are not the same thing., Women's breasts would be highly sexual no matter if women were topless all the time or topless at beaches even in casual situations, no matter what if that was the case. Some places women's breasts are no big deal, but a woman's hips shown would be seen as sexual. And a woman's ankles being shown during Victoria period was seen as highly sexual, because they were not shown.

And according to a book I read that studied a billion pornographic sites (A Billion Wicked Thoughts), the most common body part mentioned in women's written erotica is "his eyes", so should men all have to wear blindfolds? (Btw, as someone who reads my fair share of smut - I can assure you that "his eyes" is not used in a soft/emotional ways. The most common instances I see "eyes" used is in sentences like "his eyes were black with lust".) As for men's chests: there's porn in regards to men's chests for gay men. The reason women's breasts are in more visual porn than men's chests is because men are more visually oriented towards specific body parts, & most men are attracted to women. Having a good-looking body may make a woman more likely to date you, but for most women, it won't create instant sexual arousal. Which is why, if we go by people's sexual arousal as a basis for being sexual or not, it's better to go with gay men than women, because most women aren't immediately aroused by any body parts, simply due to the psychology of most women. Basing it off of women's sexual arousal would enable all men to walk around totally nude.
