Steroids effect the size of testicles (most of the time temporarily) and not the size of the actual penis. Its a matter of proportions. A normal penis attached to a buff body will look smaller. A normal penis attached to a skinny guy will look bigger.

Well it depends what do you count as small penis? Because the bigger you are, the smaller your penis will look. It's an optical illusion. The average penis size world wide is 5 inches so small would be less than 5 inches. Now I don't think bodybuilders have small penises, some of them do, some of them don't. It's just like with an average joe u see on the street. Bodybuilders take PEDs for their muscles but that actually grows the penis in some cases if the person is still in the development. But it shrinks down the balls. Now some guy might become bodybuilders because they are insecure of their penis size, it could be possible. But don't generalize so much. I personally have quite a big penis, my ex even used to call it a monster and as u can see I have a lot of muscles like a bodybuilder :)
