Isn't it obvious? It's called exhibitionism, it's one fetish among others, of course people do it for sexual satisfaction, in a psychological way yes. Most fetishes are weird in some ways, are you going to question them all? It's just a penis, it won't hurt anybody, it's just as creepy as people want to make it. Some girls actually like it, you say it's creepy because you don't, but for people who do it's exciting. It's a very unpopular opinion so it's generally viewed as creepy. In another culture though, it might be different, it's only subjective.
