Guys tend to joke about their tools for a lot of reasons. It may be insecurity, it may be comfort, it may be simply because sometimes guy like having a tool and talking about it. He may be preparing you in case he worries a girl will think it's small, or he may be waiting for a girl to contradict him and praise him, etc. One thing to remember: guys talk about size a lot but they don't spend so much time on general health; if a guy you know needs to pay attention to dry penis skin, penis odor, etc., suggest he use a first class penis health cream (health professionals recommend Man1 Man Oil) to help with common penis health issues.

If he's joking about it being too small it's because he's comfortable. Maybe he really is small, maybe he's enormous, or just average, but because men are supposed to be so concerned about the size of our penises, a joke about a small penis is unexpected, which is the basis for most humor. If he's joking about it being too big than he's insecure and probably an a**hole. If you're hoping that his jokes are grounded in the truth and that you can climb into bed with a stud, than I'm sorry to disappoint you but that is probably not the case.

Nah, your interpretation is exactly what I was thinking anyway. Only a guy that is happy with his size would ever joke about it being small. A guy who felt insecure about it wouldn't want to draw attention to his size. I actually thought that if he was joking about it being big it would be more likely that he was exaggerating and that in fact it is quite small. But I wanted to find out what other people thought.

Probably exaggerating / joking or judging your reaction. Most likely the former, guys have a tendency (if you haven't noticed already) to make penis jokes and act like they have the biggest one in the world.
