Have you never used your ex, or another guy friend, against a new guy to make him feel like your wanted-make him jealous he doesn't have you?
Sure, you say you didn't want to hook up, but in his mind he thinks that if he is showing that he gets hooked up, doesn't really care about you (as a hookup) and whether he has you or not, that you will somehow decide you *really* want him bad.
It's just a technique to get your attention and to get you to *want* him.

I would distance yourself from him. Hang out with some other people for a while. Let him have his fun with this new girl. Don't let him get in the way of your happiness.
