That's messed up - he guilted you into doing sexual things without protection, you agreed when he told you he wouldn't finish in your mouth, then he broke the condition he set on his own. Sounds to me like he was never planning on pulling out, precum is a thing he should've known about. Whether he actually lied about his intentions or not, I'm pretty sure this is sexual assault. He kept on crossing sexual boundaries you put down. I'd advise you, for your own health and sanity, to cut things off when someone starts to push those types of boundaries if you can.
