Girls, A question about the clit?

Are girls born with a clitoris or does it develop at puberty? I`m sorry for asking such a strange question but i genuinely have no idea

There was something that read many years ago and that was that all fetuses start out as female. All fetuses have a clitoral-penile tubercle and it's not until the second month of development that the fetus develops the the androgen organs that determine whether or not the fetus stays a female or develops a penis. So, in essence you were once a female in your Mother's womb but it was your Father's genetic code that determined that you were to develop a penis. I hope that this answers your question.

@Taylor_C That's not entirely true. There's a town in the Dominican Republic where all the children are girls until puberty when some of them develop a penis. I'm sure this isn't the only place, just the one I know about
