Not to me, I've actually had opportunities like that i never went with them cause I knew they were drunk and that's me taking advantage of that woman, I know it I can choose to deny it but to me it's mortally wrong to take advantage of an intoxicated woman, because they are under the influence drugs, if she can't drive which is simple and requires barely any thinking then it's only right to believe that she isn't 100% there when making decisions and my knowledge of that and me still doing it is a form of taking advantage, mostly if you know the answer would have been no if she was sober.

I'd say depends on if you know the person and how they are acting.
My ex wife would be more relaxed and jovial when drunk and can carry a conversation and appear completely functional even though she would have no memory of anything. In this situation I think a lot of people would have worries about having sex with her.

So considering this it's not always possible to tell if a girl is impaired beyond thinking for herself.
Also even when your drunk you are still responsible for your actions.

If it is meeting someone at a bar or club, complete stranger and having sex right away. No, that is rape as she can't consent.

However, if she says she wants to and he waits until she sobers up then takes her up on the offer and she is still good with it, that is totally fine.

If he feels he has to rush before she sobers up, that is a problem and that is rape and he knows it is wrong.

Now in another situation if it is a long time couple that drinks together and she hits her man up for sex once she is drunk, that seems fine to me.

If the person is drunk, they're not in a state of mind to make good decisions, and they could come back at you later if they wake up and have a change of heart. For both moral and common sense reasons, I'd decline.
