yeah honestly saggy breasts are a turn off for me. i prefer small ones over saggy ones but there's lots of people who like saggy breasts. i'm not sure about what sort of "overweight" you're talking here but if i had the choice between overweight and saggy boobs, i would go for a compromise that goes towards not saggy.
however my opinion shouldn't matter to you. you should find out if being in a decent shape feels good enough for you to live with saggy breasts. you will find partners that like whatever you bring anyway.
