Yes, in ancient times it is known that women had on average massive breast. But the big breasted females mated with males who had on average very small breasts. Genetics did their thing and the average female child had smaller chest than the generation before them. This continues in todays time even more as males have smaller breasts as well so the genetic pool of big breasts is dying. This went on for 3940 years and we are close to the 4000 years. When that happens there will be a gene switch in humanity and males will grow bigger and bigger breasts instead for the next 4000 years.

The woman in the photo has two daughters who will both inherit her small breasts. While busty women rarely have children. So it is normal that, generation after generation, future girls have ever smaller breasts, because women with small breasts reproduce their genes more times.
