Hugs are not sexual, and it should definitely not be a crime to hug someone without consent. Still, if someone tells you they hate being touched/hugged, and you hug them anyway because you think their disliking of being touched is stupid, you're still being kind of a dick. If you just forgot or never knew they were uncomfortable with it, that's fine.
As a kid I hated hugs or any form of contact. I'm actually kind of happy people kept hugging me because it showed contact can be good. I know what this sounds like, but I wasn't abused.
I don't think I've ever had a sexual hug, even from a boyfriend. Hugs are usually either comforting or uncomfortable, depending on who I'm hugging.
